Because of him, the state lost more than 15 million hryvnias. According to SBI, in 2017 a private company won a tender to build a road in the territory of a military town. But, violating the agreement, the company immediately demanded 70% of the specified amount for future works.
The Army unit sought permission from the Ministry of Defense to make the payment in advance, and the officer, contrary to his authority, allowed it to be done. In this way, the private company received more than 15 million hryvnias in advance, but did not do any work. According to the investigation, the management of the company spent the money as per its discretion.
Suspicion was reported to an official of the Ministry of Defense under Part 3 of Art. Penal Code 425 – Indifferent approach to military service. The sanction of the article provides for imprisonment of five to seven years.
The chargesheet related to embezzlement of government funds by a private company was sent to the SBI court in a separate criminal investigation.
Earlier, Kiev’s Bechersk District Court detained a military commissar, whom the State Intelligence Bureau suspected of organizing an enrichment program for his entourage and aiding criminal elements.
