Draft Law on Mobilization – What restrictions will be placed on evaders?

Banning of accounts is not supported, and will the driving ban persist?

“The committee rejected all the discriminatory regulations that were there. And the regulation was left entirely about driving restrictions. I emphasize – driving restrictions,” Fedienko said.

While clarifying which discriminatory amendments were rejected, he said it was about restrictions on the use of bank cards because it “caused panic when people started withdrawing money from their bank accounts.”

“That is, I want to emphasize that the law is structured from the point of view of legal regulations, and the implementation mechanism is already sub-legal documents. That is, we should have left the regulations related to control. Of the administration, if it is an evader, if he is recognized by the TCC, a compatible with the national police. I think the register will, for example, enter that he is a fugitive. It is now. Or needed

He noted that even now under the existing law the TCC can define a person as an absconder. As regards the limitation of certain rights, it is actually mentioned in this Act that the court determines the appropriate limitations. But they were canceled by the commission.

“And the right to drive is limited, for example, if a policeman stops a vehicle and checks the driver's license, of course, he will look in his record to see if he is a fugitive. And the policeman, according to the Administrative Code, must exercise his powers…. This is the relevant by-law document. I understand that the police will create,” says Fedyanko.

But, according to him, “as of yesterday” the committee supported the amendment, which nullifies the instructions laid down in this law on mobilization.

“The problem is that this provision is related to the existing administrative code and there was a proposal to transfer the mechanism of implementation of this provision to the Administrative Offenses Act. Now the committee is dealing with this,” the People's Deputy added.

When will the VRU committee meet again?

At the same time, Fedienko confirmed that the meeting of the VRU board was postponed.

“(Meeting – ed.) adjourned. A little after 11 o'clock,” the committee member said.

At the same time, he did not rule out that the meeting could be held today.

“The committee works without holidays. The committee did not close its meetings when it started working on this draft law. That is, it can meet 24/7,” Fedianko concluded.
