President Volodymyr Zelenskyi said at a press conference that regional administrations and the government should standardize the construction of fortifications: now, according to him, it is at different levels in different regions. Earlier, the President instructed to accelerate the construction of structures in specific, especially dangerous, directions. Such actions mean that Ukraine’s armed forces are on the defensive on much of the front line. This year is known for building fortresses – in the “Word and Deed” chart.
It can already be said that the summer counteroffensive has come to an end: this is evidenced by the situation on the front lines and the final reports of the country’s military and political leadership.
By mid-year, Ukraine’s general defense line stretched over 3,700 kilometers, and the active defense line exceeded 1,200 kilometers (these are the Donbass, Kherson, Zaporizhzhia and Kharkiv regions, where battles are taking place).
By comparison, after the start of the war in Donbass, the line of contact was more than 400 kilometers. In the ATO zone, three defense lines were built for almost a year, which cost about 850 million hryvnias: 300 defense structures, 600 kilometers of fortifications and 12,000 concrete structures.
In March 2023, the Cabinet of Ministers adopted a resolution instructing the Ministry of Defense to finance construction of military engineering and fortification facilities by regional administrations. One billion hryvnias was allocated for the budget project.
The resolution states that regional military administrations are state clients in the defense sector for military engineering and construction of fortification facilities and managers of budget funds under this program. Therefore, OVA is tasked with ensuring construction taking into account the requirements of the government.
The Ministry of Defense is tasked with accepting and maintaining records of the fortifications constructed.
During this year, the government allocated funds for construction to the regions. For example, in November, 12.5 million hryvnias were allocated to the Dnipropetrovsk region, and more than 100 million to the Sumy region. In December, 31.7 million was allocated to the Zaporizhia region for construction. In the summer, Kharkiv and Chernihiv regions received 1.2 billion hryvnias for the construction of fortifications.
At the end of November, a special task force was formed under the Ministry of Defense to study the problems of military engineering and construction of fortification facilities. There is a plan to implement a reform to divide the areas of responsibility for the construction of fortifications: the first line of defense is handled by the army, the second and third lines are handled by the State Agency for Reconstruction and Infrastructure Development. with private contractors.
A week after the formation of the committee, Volodymyr Zelensky called for the strengthening and acceleration of the construction of fortifications in several directions: Avtivsk, Mariinsky and other directions in the Donetsk region, as well as Kharkiv (in particular, the Kubyansk-Lyman line), Kherson, Sumy, Chernihiv, Kyiv, Rivne and Volyn. areas.
Yesterday, at a press conference, the president insisted that the construction be standardized and singled out Kharkiv province for its fortifications.
