Putin wanted to freeze the war in Ukraine

The US official declined to provide any details about Sullivan's alleged calls, or whether such a conversation took place with Ushako.

Sources in the Russian Federation indicate that Putin has proposed to freeze the conflict at this stage and does not want to cede any Ukrainian territory controlled by Russia.

“None of the contacts with the Americans have been concluded,” said an anonymous high-ranking Russian source familiar with the negotiations at the end of 2023-2024.

A second Russian source familiar with the contacts said the Americans told Moscow through intermediaries that they would not discuss a possible ceasefire without Ukraine's participation.

A third source briefed on the progress of the talks said: “Everything has broken down with the Americans.” He said that the US does not want to put pressure on Ukraine.

One of the Russian sources expressed frustration with the United States over Washington's insistence that Ukraine not be pushed into negotiations.

“Putin said: “I know they won't do anything. They cut off the roots of communication, which took two months to establish,” sources in the Russian Federation said.

Another Russian source suggested that the US did not trust Putin's sincerity.

“Americans don't believe Putin is sincere about a ceasefire — but he was and is. He's willing to discuss a ceasefire. But Putin is willing to fight as long as necessary — and Russia can fight as long as necessary.” He said the officer.

According to Russian sources, the Kremlin sees no point in further communication with the US on this issue, so the war will continue.
